City Council and the Mayor need to know the financial impact of all proposed ordinances in order to make sound fiscal decisions.

As Controller, Pam will establish a Financial Analysis Team to provide City Council and the Mayor the critical financial information they need to make stronger, more informed policy.

Pam will take the lead to provide officeholders the information they need to be fully aware of the real-time and long-term fiscal impact their decisions have on the city’s bottom line.


Citizen Access

Pam Holm will bring Houston’s financial records online–every check, every expenditure.

Houstonians will have a clear view with no barriers to our city’s financial activities.

On Pam’s first day in office, she will immediately begin clearing the path toward stronger fiscal responsibility and accountability by initiating the process of bringing the city’s financial records online–full transparency for our city in a new decade.


Fiscal Leadership

Pam is a full-time, three term Houston City Council member who has served on numerous key committees including Budget and Fiscal Affairs. Pam has also held Chairmanship positions throughout her tenure.

Pam has consistently and tenaciously worked to resolve a myriad of issues directly related to city finance, advocating on behalf of the taxpayers.

Pam was the first to voice concern at Council about the impact of the 2008 global economic crisis on Houston city finances and began to successfully push for more light to be shed on Special Purpose Funds.

Because of Pam’s full-time Council experience, she intimately understands the void the Controller’s office can fill, especially given the volatile and uncertain fiscal climate the city faces.
